Located in the middle of the Western Ocean, there is an archipelago that is at once lush with life and rife with industry. The elves native to Vepara learned the art of boat building early in their history out of necessity, and perfected it out of industriousness. Several hundred years ago, its fleet first made contact en masse with humans on the closest western island. The encounter benefitted both the humans, whose magical knowledge was limited, and the elves, whose economy was hardly worth mentioning.
The technology and and ideas brought back to Vepara sparked an industrial revolution. The elven fleet expanded rapidly, and trade with the humans allowed their economy to grow. Their newfound wealth inspired the elves to establish a governing body; where once they were a loosly connected network of villages, they formed an official senate to join the villages. This senate would eventually become the Parishada Council of Commerce, named after the largest island in the archipelago. As time passed, the elves encountered more human civilizations on the coasts, and as they sent exploratory missions insland, their influence grew among the other races they encountered. As the years turned to centuries, as generations of the “mortal” races were born and died, the memory of the first encounter with the elves lived on among the other humanoids, and as their reputation spread throughout the land, so too did their influence.
