The coastal cities along the Eastern coast of Joder were among the first human civilizations that made contact with the Veparan elves.
Made up of small fishing villages, farming communities, and larger city states, the name of the territory was given by the visiting elves, derived from early conversations had with humans, not by the actual inhabitants, who have no real sense of national identity. The city states are largely independent, with limited trade among their neighbors, and much trade with the elven fleet. The city states themselves were in their infancy when the elves first made contact; dealing with the advanced, wealthy force that was Vepara inspired several of the smaller villages to band together so that they could provide a unifed face to the traders.
The border with Podere was not formed by any of the inhabitants of Joder, but by a small but growing state within Podere’s borders. Some of the small villages in Joder’s old borders have been absorbed by the Poderan kingdom, but have not experienced much difference in their way of life. Only an alliance of militarily powerful city states along the borders have kept it where it has been for the past half decade.
